City of Union City City Manager Kathy Dillon and Parks and Recreation Director Ken Morris were joined by State Representative Bill Sanderson on October 12, 2016 at War Memorial Auditorium in Nashville, TN to receive a $500,000 LPRF (Local Parks and Recreation Fund) Grant award from Governor Haslam. Union City Council has approved an additional $500,000 of local funds to develop a splash pad, skate park, restroom facility and additional parking at Graham Park.

This project has been discussed and planned in years past and has finally come into fruition. The site at Graham Park will be located where the once public swimming pool was. The pool was closed after 35 years of service in 2010 due to costly maintenance and repairs. City Council has always felt the need to replace the pool with a similar summer facility and the LPRF grant and matching local funds have made this possible. The grant application was written by NWTDD Rob Goad and the design will be presented by TLM Engineer Travis Martin with final approvals from City Council. The environmental studies have been complete and grant contracts are forthcoming in the very near future. We anticipate groundbreaking in Spring of 2017.
The purpose of this project is to enhance the existing Graham Park with an ADA accessible splash and skate park . The project area is located on the site of the former municipal pool at the corner of North Sunswept Drive and East Main Street. The site provides high visibility to visitors and ease of access to high-density residential areas. Improvements will also include the addition of fencing around each facility, lighting, shade sails (4), parking, and restroom facilities.
A.1 Detailed Project Scope
The interactive splash park will be approximately 3,095sqft with a spray area of approximately 2,000-2,500sqft (depending on bids). The play areas will be divided into three “pads” for families, toddlers, and teens to ensure safety of users and an enjoyable experience by all ages. There will be a minimum of 30 watergarden-themed interactive elements at the park including: 4 directional water jets, 7 jet streams, 1 bloom, 1 waterbug, 4 leaves, 2 seaweeds, a tide pool, 2 cattails, 2 silhouettes, and 2 activators. All elements will be of varying heights to ensure adequate coverage and variation. 2 watergarden “activators” will allow children to push a button to turn on their respective area of the splashpark; upon activation that area will spray water for 10-30 minutes depending on programming set by park personnel.
The skate park will include a concrete pad approximately 4,500sqft in size with ramping, rails, and other obstacles covering approximately 3,800sqft. 6’ (3x) and 5’ (16x) ramping with safety rails will be installed on the east and west sides of the park. A minimum of 5 handrail obstacles will be incorporated into the design along with 3 or more “tabletops”. The city’s goal is to provide an environment inviting to moderately advanced skateboarders while remaining undaunting to beginners. Due to the modular design, the layout of the obstacles can be redesigned at any time.
A 400 square foot restroom facility will also be incorporated in the project. The building will include separate facilities for men and women, along with a storage space for items such as replacement equipment and potable water fountains. The restrooms will be designed to ADA compliance.
The proposed project also includes an additional parking lot (287’x61’) for up to 52 vehicles adjacent to the proposed project sight. The parking areas will provide ADA-compliant ingress and egress ramping with compliant sloping. To ensure the safety of park attendees, the splash park and skate park will be individually fenced in to prevent toddlers and younger children from entering the street or the skate park.
